Log out instead of acp statistics page at the end of fresh install

    Description

      http://tracker.phpbb.com/browse/PHPBB3-10494 was the previous time I reported this.

      This time I cleared all cookies and installed into a new directory.

      When you finish the installation, instead of seeing the acp send statistics page you get a prompt saying you don't have permissions to access the acp.
