Description

Some permissions are unnecessary because they provide control over actions that do not need to be restricted by the permissions system. For instance, u_pm_delete restricts the deletion of private messages. It makes sense to restrict the creation of PMs, but not necessarily the deletion. After all, when a user's PM folders get full, how do they clear them?
