Allow TLDs over 6 characters in email addresses

Currently phpbb requires a TLD between 2 and 6 characters.

Currently defined Internet TLDs fit this requirement, however DNS allows up to at least 63 characters and local networks may have TLDs of over 6 characters.

The proposal is to raise limit from 6 to 63 characters for the TLD.
