Upload avatar from URL shown even though you can't

      In the UCP there are 2 options for avatars:

      Upload from your machine
      Upload from URL

      Inclusion of remote files is disabled on here, as per Yuriy, so the feature shouldn't be shown if this is the case. Otherwise when a user tries the "Upload from URL" option they get:

      "Avatar could not be uploaded."
