Test runs can fail when the rate limit is reached from the IP of the test runner. This is just annoying, especially since other projects hosted on github are likely part of the reason this limit gets reached.

Since the whois function works, obviously as it's been in phpBB forever, we should just skip this test if/when the daily limit error happens, so our test runs can continue.
