Prompted by PHPBB3-9911. By default when adding a new rank it is set to a special rank which hides the post count field completely with no visual indication of its availability on that screen. I believe that more boards use post count based ranks than special ranks in general and that showing the setting by default is more helpful to the user than hiding it.
