url bbcode does not parse accented urls

when posting an url with an accent, the url bbcode will not parse it

[url]http://www.wowarmory.com/guild-info.xml?r=Frostmourne&gn=PROTÉGÈ[/url]
[url]http://ja.wikipedia.org/wiki/愛知県海部郡飛島村大字飛島新田字竹之郷ヨタレ南ノ割[/url]

however, encoded uri's will be parsed correctly. But they are non-human readable.
