In the database the *_acl_options contains a field named "founder_only", the data in this field doesn't seen to be used anywhere in phpBB.
It however makes sense to have the ability to tag certain permissions as "founder only" in case you need multiple administrators but don't want them to have the ability to change given permissions (as can be done with groups)
