After selecting an unavailable captcha plugin and hitting submit an error is returned saying "The CAPTCHA cannot be selected as its requirements are not met.".

The message is correct, it is however shown on green background which makes it look like the action was successful.

E_USER_WARNING has to be passed to trigger_error() as the second parameter.
