Call checkdnsrr() on Windows with PHP 5.3

      The wrapper function phpbb_checkdnsrr() always calls exec() to perform a DNS check on Windows. Since PHP 5.3 there is support for checkdnsrr() on Windows, but phpbb_checkdnsrr() doesn't call it.
