Language selection is disregarded in automatic update

      Database: MySQL 5.0.41

      I am updating from phpBB 3.0.7 to phpBB 3.0.7-PL1.

      When i change from English to Hebrew the install changes to RTL and shows Hebrew.

      But when i pass the "Introduction" step the page changes to LTR and half of the page is in English and half is in Hebrew.

      A image is add to help understand to situation!
