As a Pending Member, have full permissions

      If you join a group that is set to "Request", all the permissions of that group get transferred to you, even though you are in "pending members".

      Including all group Mod permissions and viewable forums permissions.

      Tested on latest CVS/existing database on one board, and latest June 17th Snapshot/clean database on another board.
