Empty category is displayed

A category is displayed when nothing is in it!

How to re-produce ::
1: Go to the ACP.
2: Manage forums.
3: Create a new category with the regular views and settings (so guests can read, but not write, and users can write and read, etc.).
4: Put a new forum in that category, have it's permissions be nothing.
5: Go to the Board Index.
6: Look for the empty category.

I found this out while i was adding all the categories and forums to my board at http://forums.jailout2000.homeip.net/ (Yes i know that's a long DNS name).

I will keep a category at the bottom with a non-viewable forum just to show everyone the bug.
