Update hashes cron produces invalid hashes while updating from 3.0

The update hashes cron produces invalid hashes when updating from phpBB 3.0 to 3.3 with PHP 7.2 or newer. Argon2i and Argon2id drivers do not support combined hashes that are used in the cron and therefore invalid hashes are produced that prevent users from being able to log in.
