At first ACP screen after install, error message regarding statistics submission

After choosing to be sent to the ACP the first time after a successful installation, the right pane contains items for enabling viglink and sending statistics, the Enable box being checked by default for both.  If "Submit" is clicked, one receives the error shown in the attached file.

First, the error message should be red, not green, if it in fact is a real error.  Second, if it is a real error, we are losing this information.

If one browses to http://phpBB root/adm/index.php?sid=[some SID]&i=acp_help_phpbb&mode=help_phpbb 

One then gets the following message on a green background:

"Information
Configuration updated successfully."

Presumably that means the statistics are then sent successfully, but who knows?
