Invalid data provider function name in migrator_tool_permission_test

The migrator_tool_permission_test uses a dataProvider function called 

test_permission_set_data. However, prefixing functions with test_ will cause them to be automatically executed as tests. Rename the dataProvider to data_test_permission_set.
