Add show_user_activity to display_user_activity_modify_actives

Add a bool in the display_user_activity_modify_actives event to let the most active forum/user block in the user profile be enabled and disabled by the event.  Currently it is permanently set to true, with an extra config setting (in my little extension) a simple on/off switch allows it to be toggled.
