[Template] confirm_delete_body_delete_reason_before

Explanation: it would be nice to have an event "delete_reason_before" right before the DL with the delete reason field to add custom text or extension data to the confirmation of a post that is deleted.

Use-case: we'd like to make a custom extension to enable the moderator to send a message to the owner of the post as well why this particular post is deleted, including the original post. However, there is no event in this template at all to hook this extension too.

Would be very nice if this can be added.
