Display privacy policy & terms of use more prominently

    Error rendering 'com.atlassian.jira.jira-view-issue-plugin:details-module'. Please contact your Jira administrators.

      The privacy policy and terms of use should be displayed more prominently. Currently it is very hard to find those (even senior phpBB members had to search for a bit  ).
