Permissions role combobox does not work in RTL

      In ACP > Forums > Forum based permissions > setting permissions

      The combobox for 'permission role' witch not normal HTML combox but a javascript one, does not work in RTL (Arabic, Parisian, ...).

      I think this PR https://github.com/phpbb/phpbb/pull/4991 may affect.
