Refactor template->assign_block_var to be consistent with alter_block_array

Refactor template->assign_block_var method to allow nested loop access to intermediate blocks, exactly the same way that alter_block_array does, by referring to them as outer[2].middle. This would allow to insert in arbitrary loops, needed by extensions riding on the core.
