Text Reparser is Reparsing Empty Data

The latest branch of 3.2 has a problem with the text reparser.

I noticed it is reparsing empty text, and instead of leaving it empty, it is filling the fields with:

<t></t>

I noticed this because suddenly all my forums had an empty Forum Rules section appearing. I looked in the DB and noticed the empty <t> tags in every empty field that the reparser touches.
