PM report notifications only sent out to full Global Moderators

Every moderator with the global moderator permission "Can close and delete PM reports" is able to see and close/delete private message reports, even if that's the only global moderator permission that they have.

However, notifications of new PM reports are not being sent out to those moderators but they are being sent to users with all Global Moderator permissions.
