Explanation: To allow adding customizations to the memberlist_email form.
E.g. I've added an extra link in the topic tools to send a specific message related to the topic. I use a similar approach as the default "email topic" feature, but I change some fields to fixed values like the subject and email address. I can do all this through an extension, but I'm blocked when I want to customize the email topic form. This event would allow me to incorporate all required changes into my extension.
