Add an event to cron.php

    Error rendering 'com.atlassian.jira.jira-view-issue-plugin:details-module'. Please contact your Jira administrators.

      This event will enable extensions (e.g. Cron Status) to catch the Cron task before it runs to enable users to trace the broken task if the lock is not released.
      I think that this event is the correct replacement of https://tracker.phpbb.com/browse/PHPBB3-14012.
