Increase the CSS margin around blockquote

      In 3.1/prosilver, blockquote elements have no margin at the bottom and users often leave a blank line after quotes to compensate.

      In 3.2, the first blank line before and after a quote does not generate a br. Whether or not the user leaves a blank line, the result is the same. The CSS should be updated to add some vertical margin to blockquote.
