dE() function does not toggle in ACP

The javascript function dE() doesn't allow one to toogle an element (switching between hide/show on each click) in the ACP. This is due to the fact that the ACP function is different from the prosilver and subsilver2 versions of the function. It should be modified to really fit the prosilver and subsilver2 versions.
