Approving a topic triggers wrong notification

1. Subscribe to a forum with User A
2. Post a new topic as guest B that needs to be approved
3. Approve the topic as User C

Expected:
User A has a new notification B posted a new topic "New Topic" in the forum "xyz"

Actual:
User A has a new notification B replied to topic "New Topic"
