forum_fn.js should be moved to footer

    Description

      forum_fn.js should be moved from header to footer where all other scripts are included. Also function find_username should be moved from overall_header.html to forum_fn.js

      Resolution would allow to use jQuery in forum_fn.js, allowing to optimize it
