Splitting topics in quickmod tools not functional

      On area51, selecting "split topic" in quickmod tools and pressing the go button shows the background overlay momentarily, and then immediately hides the overlay.

      Sometimes I see a "request timed out" box in the overlay, sometimes there is no box.
