Add $phpbb_functional_path to tests/test_config.php to allow for accessing the filesystem instead of the URL within tests

When writing tests that require fixtures to be copied, one must know the filesystem path to the test installation in order to perform the copy() function. To do this, we need to add a variable to test_config.php that allows you to specify that path along with all of the other configuration information.
