Option to Disable board: Yes at time of installation

Description

Currently installation defaults to "Disable board: No" with "Account activation: No activation (immediate access)".

If there was an option to have the board disabled at time of installation, this would stop spambots getting their toe-in-the-door before suitable countermeasures have been deployed.

Note, boards are already disabled until install/ is deleted.

You're absolutely correct of course and the experienced phpBB user would fortify their installation before removing their install directory. I was thinking more for the benefit of the novice users who like to dive straight in.

If we have the board disabled both by the setting in the ACP and by the presence of the installation directory, that will just confuse novice users. They'll see the notice saying "remove the install directory to enable the board" so they'll go remove it, and then they'll get yet another notice saying that the board is still disabled.

This really will cause more confusion than improvement. What is the point in disabling board twice?!
