Provide a mechanism to manually retrieve long configuration options from a TEXT column

The current config table only contains a varchar table. It is too short to hold a BBCode-enabled text. So an additional table config_text needs to be created. The values from this table should not be cached with the rest of the config or automatically loaded on every request to avoid wasting memory.
