Add a link to edit permissions to trace permissions window

      When tracing permissions (see http://tracker.phpbb.com/browse/PHPBB3-10133), it would be convenient to have an ability to edit each displayed permission.

      An acceptable solution would be to post back to the page that opened the trace permissions window and have that page display the edit UI.
